The right to speak..

What is the relationship between having read philosophy and being competant to speak in philosophical circles? Are armchair philosophers who have never read any major political works people who we should pay attention to? Does creation of philosophy require understanding of a number of philosophies? Does learning philosophy ever stifle creativity? Is this at all analogous to learning a variety of programming languages? Discuss.
